This class represents a CHALLENGE decision handler that returns HTML page to the user. To resume access, the user must access Verify Access authentication endpoint (i.e., /sps/auth). If the HTML page contains @ACTION@ macro, it will be replaced with the URI of Verify Access authentication endpoint .
